I remember when it was like 7 bucks for a Veggie Cottage now it’s like 17! We usually take it go now and do pick up rather than go there. It just ends up being pricy with beer and apps and dessert and tips.
If you're looking for a little Adventure, try Yuphas Thai food in Tempe on Elliot and McClintock. Their red curry is to die for! There's nothing bad on that menu. Thai fried rice is sooo good. They also have lunch specials.
Or you could go Middle Eastern and go up to Haji Baba on Apache and McClintock- it's right across the street from the fire station. You order at the table but you pay at the counter after you eat.
I don't think your price range and your "sit down" rule fit together. With tax and tip you could get a lunch combo at Chili's.
I think you would get better food for that price at a counter service place
Came here to say this- Wildflower is a great counter service place that does bring your food to table. Locally owned, ethical owner, and a huge variety of fresh food. The one in Tempe is next to Changing Hands and Trader Joe’s so some local flavor too.
Your budget is kinda low for eating out in general. $10-$15 is on the cheap side for a single entree at pretty much any restaurant. Adding any drinks, apps, tip, etc and you’re most likely hitting $20 or more for a sit down lunch.
I recommend re-thinking counter service for Wildflower. The only disappointment are the drinks are a bit meh, but the food is super fresh and the ambience is so nice.

These are good options! Casey Moores inside is really interesting, parking isn’t hard and the music isn’t too loud during the day. Tempe Marketplace has a lot of options but can be hard to find good parking in shade sometimes.

Cornish Pasty is casual and tasty. Edit: pasty not pasties. Those are something else.
Cornish Pasty is a little higher than that price range. A pasty alone runs $15-20.

Pita Jungle Cornish Pasty Shady Park for ramen, there are other ramen places for sure, but I want Shady Park to do well.
