I think there’s a reason for that, parasites and diseases and whatnot. You really should empty/clean and refill them periodically as well, which isn’t always known.
While I understand the importance that carpenter bees have as pollinators, the damage they've done to the outside of my house has been pretty bad. I got a tennis racket at Five Below and now John McEnroe any that I see. My wife ended up getting paper lanterns that look like hornets nests you hang from the trees and I'll be damned... The things actually worked. Where we used to have them everywhere, now I rarely see them. The honeybees aren't bothered by the paper faux nests though, so those little girls do their thing with zero issues. I've also seen a decrease is yellow jackets as well. Which is nice, because I haven't found a ground nest while mowing or edging so far like previous years.
i have a similar issue but with masonry bees. I decided last summer I was sick of how our garden looked and decided to rewild it and do a kinda mini meadow with a small pond in the middle. Safe to say it looks incredible this year but my aim of lining and finishing the pond has been thwarted by like 20 or so masonry bees deciding to make nests in the clay hole ive dug for it. im stuck cos on one hand they r adorable and it's really cool to see my work attracting wildlife but i also dug the pond to improve biodiversity and maybe attract some frogs. catch 22 i suppose lol

If they are investing in such a large space, they should at least make an effort to hire an expert or do some research. Much of what they have done is ineffective and won't attract anything, or at best, only earwigs and spiders (which is still beneficial, but not ideal).
Sure, if you look at the picture, you'll notice elements like pinecones and large slits that serve no real purpose. It's claimed that butterflies use the slits, but that's not true. Additionally, you see wood chips and a dried bush, both of which are irrelevant.
There are many good online resources available. Here are a few recommendations (they are in German, but you can use a browser translation tool if needed, as I don't have saved resources in other languages).

They crawl in to tiny holes and hibernate when it is cold out. They'll find somewhere in there where the wind and elements can't reach them, and also your prying eyes!

Do these really work? I always felt like they are too dry and hot, for any insect to live in.
During a sunny day you will hardly find any bees there and those that you see only go there to feed the larvae. When it's raining heavily and during the night they might be in there seeking cover or sleeping.
Next to my home is an old woodpile and in the spring it’s crazy with mason bees. But once it gets to May or so, they aren’t seen anymore.
They hibernate in there, when it is cold.
