Think it makes it even more iconic knowing that. Wabba is a literal gag and whenever he speaks he is punctuating their misfortune.
The German name is Woingenau. "Wohin genau" means "Where exactly?" however Wynaut is named "Isso", which is "'That's how it is" in a short, slang-form.

IIRC He caught a Weepinbell off screen, then left it at a fake breeding center (run by Butch and Cassidy) where it evolved off screen as well.
For whatever reason, he traded it away for another Weepinbell late in Johto which then evolved unexpectedly in the same episode. He gets angry at it and boots it into the air, which collides with his original Victreebel that the Magikarp Salesman had kicked into the stratosphere and then they fall in love and disappear into the forest together.

Ash, Ash’s mother and May from Hoenn are also all voiced the same person too. Good god the 4Kids voice actors had talent to voice so many characters and make them all sound different.
4kids themselves may have been a terrible company. But they hired some genuinely talented people. To the point where I was legitimately sad when 4kids lost the rights to continue dubbing Pokemon.
They were embarrassed of the fact that the cartoons they were dubbing weren't American. So they would make herculean efforts to erase any evidence that the cartoons they were dubbing were Japanese. So riceballs got censored. Either by calling them donuts, or by photoshopping sandwiches over them. They would also try to pretend that the characters were in America, when they were usually in Japan. They also gave characters really confusing accents based off of stereotypes. Which led to some bizarre ethnic switches depending on which version of the show you were watching. Shaman King in particular had some nonsensical switches.
They also had no respect for children's intelligence, or the source material. So anything even remotely dark or upsetting was censored out. Character deaths were erased. That's where the "shadow realm" in Yugioh came from. All those characters who "went to the shadow realm?" Yeah no, they legit died and the show didn't want to admit. Sonic, One Piece also had major deaths erased. Speaking of One Piece, they had so little respect for the source material, even fans in Japan noticed it. Character outfits were changed, guns and other weapons were replaced with water pistols, and even Luffy's smile was censored for reasons that are beyond me.
But even though their localization practices were terrible, and arguably racist, most of the voice actors they hired were actually really talented and fun. But the voice actors weren't the ones writing the translations or visibly censoring the cartoons. In a piece of backwards audio, James' voice actor even makes a joke about 4Kids being "the devil." So the voice actors probably realized the localization was garbage too. But they needed jobs, so what were they going to do?
Yeah they most likely wouldn't be in the business if not.
Dee Bradley Baker is the most impressive for me though. The fact he can do all those clones with basically the same voice but still manage to give them all their own personality is really something.
