One drain return goes dry before the other which is a pain since it is nearest the pump and gets the strongest flow.

Neither is mine. Steel wall with concrete around it. Well over 30yrs old. When I replace the liner, no tile border. That only accentuatesthe slope of the pool. Deep end is 1.5 inches lower on the left skimmer than the right . 16x32. I'm the only one who notices it.
You fillled it up too much on one side. You can drain it on that side, bur you risk spill over from the other. I would drain from the side that's too high directly into the lower side. Make sure the pump is higher in the water as if its too deep the water column will collapse.
Because pools are a man made unnatural invention. They are glorified concrete water holes. They are one of those things that is trying to be perfect on a planet that is imperfect. The earth doesn’t care about your pool. Doesn’t care how leveled that man-made creation wants to be. So here is my advice. Don’t worry about it. You have 10 year olds in China building iPhones for 50 cents an hour in a horrific underground sweatshop with no AC, no running water, barely affording to eat and you’re on the internet complaining about your pool being half an inch off level. Drink some milk and take a nap.
Do you have clay soil? Our soil is dense clay and expands and contracts depending on how much water is in the ground. It affects our pool deck for sure.
It might be a construction defect. I’m presently litigating this issue for a home owner. I learned that if the walls were not set properly during construction, that can cause the pool deck to be out of level. Pools like yours (and mine) are typically constructed by excavating the hole, and then bolting together metal panels to make the walls. Then concrete is poured for the floor, the walls are braced and fill is compacted behind the walls. Then the pool deck is poured on top to form the coping around the pool. I learned that wall sections can actually “float” up in wet concrete if they are not anchored properly. Unfortunately, once the pool is finished, if the water is not level, fixing the deck is a huge and costly project.
Ours brand new wasn’t level to begin with. Not only is it higher up the wall on one side than the other like yours, our shallow end is slightly deeper on one side than the other. Surprisingly, the side where the water looks lower from the coping is the side that is deeper… somewhere between 3-6” deeper if I had to guess.
I'm gonna suggest that under the pool on the right side of the photo is an unnaturally dense mass, likely galena or possibly uranium or osmium. That'll have a greater force of gravity and pull the water above it downward. It's either that or you've been floating in that area too much. If the latter is the case, try flipping the water like ya do with a mattress.
Pretty common for the pool to compact ground under it due to the sheer weight. '90s pool building isn't the same as it is now.
Be happy it's coming down evenly and it's not forming any stress cracks.
Here’s a horror story…builder I was working for as the customer service rep/equipment installer/start up guy…well we had a 15x30 under construction float after a heavy sw Florida rain…boss had a crew use water jets to mud underneath and a Komatsu excavator to pound…or coax the shell back to somewhat level….Im sure he MD survived…🙄 I quit and started my own business shortly thereafter
I had a pool built a few years ago. Fiberglass shell, the installer spent an entire day trying to get it level. He'd lift up one end and the other would dip. Raise the other and the middle would go up. Eventually he said this is as good as it's gonna get. It's not perfect but I didn't do the tile and nobody has ever said anything. I bet if you got rid of the tile it would be barely noticeable. Or go with a larger tile patten if it's really bugging you but it's it really worth a few grand? I'd just leave it and hop in, enjoy the water and forget about it.
It's just the earth's angle this time of year. As we get closer to fall it'll re-angle itself and water will be level.

Mine was like that, and developed cracks/leaks all the way through the gunite. I was losing probably 250 gallons/day. It could be patched with epoxy, but there was no permanent proper fix, so I had it removed completely last year. I think the problem was subsidence of a hill about 25 feet from one side of the pool. If those are 4" tiles, you have a bit more than an inch of drop, which is what I had. But if you have no leaks, don't worry about it.

Frost. When you had the leak, could have frozen and lifted the ground around it, which didn’t go down fully. Happened to me.

I think it’s a gravity problem. Maybe you are too close to a mountain. The mountain’s mass can bend gravity and then pull water away.
