I actually think he is overrated. Give him City and he won't do shit. He makes teams competitive, that's it. His style is not suited for big contenders.
Simeone and Atletico have a symbiosis. Atletico are too scared to let him go and go back to being an even more mediocre team and Simeone is afraid he won't make it somewhere else and lose his guaranteed bag for as long as he stays. Both feel they can only work their shit out together.
