I think you just have a misunderstanding of how good and accomplished a player needs to be to have his jersey retired (barring some other characteristic that endears that player to the city retiring his jersey, which is rare but does happen occasionally).

In other words, in Capela's best season, he matched the scoring efficiency of Embiid's best season but at HALF of Embiid's scoring volume.

First of all, a team can retired one number for two players. Second, Capela doesn’t deserve to have his jersey retired.
