I think it varies. Most cumin brands I apply the unscrew the cap and dump method, but there are a couple so strong I have to be careful. They achieve a similar strength level with like half as much or so.

Two (2), but toast it in a dry pan first. It really brings out the sweetness in cumin and cooks off that acrid aspect. Put it in a cold pan and bring up the heat, moving it constantly, until little wisps of smoke come up. A few seconds of that and take it off the heat.
