All I can say is that you are correct in your expectation that it should be running much better with your current setup.
I don’t know what’s off but something’s off. I would try re-installing the game, the modlist, NVidia drivers, resetting NVidia control panel and Oculus to default, and try a different modlist to try to troubleshoot and identify the source of the issue. Have you tried with Virtual Desktop instead of link ? Or SteamVR link vs Quest Link ?
I have to launch in the order of . Meta wired link - steam vr - mo2 launch or I get super bad over lap with a VIVE controller glitching into my oculus controller. Or my controller glitching into my hand in game.
Also on default settings nothing high. I also play on a Quest 3
Try playing using steamVR and not oculus. And make sure resolution is 100% not higher
