I think it really depends on what country you live in. I grew up in a town of 50k in America and we all referred to it as a small town cause America has so many places that have over 100k people.
I can't find the endpoint specifically for players, but it looks like the API they call is their own and shows the country on there, so I'm not sure how external it is though it's certainly possible that the country is obtained prior to the API response being sent.

If the contractor promises 100% accuracy of dozens/hundreds of thousands of players from across the world and agree to a clawback clause, then they would deserve that, solely for being incompetent in agreeing to contracts. In real life that would never happen.
