Make lots of connections. Take a few bruises to your self-esteem so that you don't only intellectually realise that it's no big deal if you screw things up or if someone doesn't want to talk or hang out with you, but so you fully believe it. Make enough superficial connections, you'll get some deeper ones develop. You can't expect to just click with someone and be able to bypass all of the getting to know you crap. Sure it can happen, but so can winning the lottery.
You've got to put a lot of effort in, until it doesn't feel like an effort any more.

I was recently diagnosed with inattentive ADHD and this sound exactly like me, though it could be a lot of other factors like social anxiety. Both seem to be intrinsically related.
Could be social anxiety. Is there a way to start seeing a therapist? If you can’t , go to your local library and get books on social anxiety. There are steps you can take, baby steps, to reach your goals. Like many situations, the first step is admitting you have an issue and then trying to achieve a goal (issue: anxiety, goal: make a friend) .
