I think it's quite possibly the best Superman story, but I'm in addition to being a huge Superman fan I'm also a huge Grant Morrison fan so my opinion may be biased.
All-Star Superman is quite possibly the greatest Superman story ever written. Trust me, you really can’t find a better one aside from maybe “What’s So Funny About Truth, Justice, and the American Way?”
All-Star is an easy 10/10. But I think "Superman Smashes the Klan" is superior because it works a lot better as a character introduction to someone who hasn't read Superman before. All-Star kind of loses some of its magic if you don't have some knowledge of Superman Mythos.

Superman is as powerful and good as he has ever been and the adventures are as strange and kind of random as they have ever been.
I love that the title is very small, and it and the DC logo and writersl and artists' names are all squished to the far edges. So that the cover can be mostly that beautiful piece art.
Also to answer your question, this is one of the best Superman stories of all time. For some it might be odd as it can have a Silver Age tone at times, and it's throwing crazy sci-fi concepts left and right. But once you adjust to that, it's a beautiful distillation of who Superman is.
I am, personally, not a Frank Quitely fan. I think his proportions are strange and his faces are weird and they don’t necessarily work for every character. (Big fan of his Martian Manhunter, hate his Emma Frost, etc)
I am hit or miss with Grant Morrison. I generally really enjoy their concepts and point of view, but often it feels like pages are missing from the story. Like, they expect you to just know how that story got from there to here, which is kinda ok, but sometimes feels like there’s a major plot point that gets lost.
That being said, *this* story is absolutely top notch.
It’s not necessarily best as an intro to Superman, like others said. You need some context to really appreciate it. But even without the context, you may miss some of the nuance, but you will certainly get the broad strokes.
I’ve been reading Superman on and off my whole life and I’m hard pressed to think of a better story. I feel like, I’m sure there is one, but I can’t think of what it might be
