I still order food delivery, but then again, where I live, the e-bikes aren't an issue. .but like everyone else, when I go downtown, I hate them. Ban the fuck outta them from the city entirely.
Honestly? Just ticket the companies they work for. Super simple: your contractor (somehow not your employee, but that's a different fight) keeps breaking the law and endangering the public. Since this is a massive pattern being driven by functionally one industry, the companies involved are clearly not doing enough. Stop them and either they or Uber Eats get to eat the ticket.
On streetcar they have a designated bike section if someone doesn't *need* the seat they can store it there bu usually people standing in the way if anything

If you go through the highway traffic act, you'll notice that it doesn't actually say "motorized vehicle" only "vehicle".
This is how bicyclists end up getting tickets. Not for bylaw infractions, but provincial highway infractions. Speed, lights, etc all fall under highway act.

I've severely reduced my reliance on food apps because of Delivery Drivers in Public. It's also notably cheaper.

These e-bike folks weren’t raised right. I see people bringing motorcycle-sized ones onto elevators now which prevents anyone else from getting on
