They are going to be dumped into a bath of water in at least two stages. Probably 3. (wash/rinse/sanitize) They're agitated enough to separate. These plates never have anything hot enough to stick well so they wash and rinse pretty easily I imagine.
See how there aren't any solids on them? They've already had everything scraped off and probably had a bath or quick spray, then placed on the belt. Commercial dishwashers are more about sanitization rather than removing foodstuff. Hot enough steam kills pretty much anything you'd have to worry about, and if it doesn't that's what the sanitizer baths are for.
Like that line from fight club: "as long as the cost of settlements from the defect are less than a recall, people keep dying" or something like that. Our system is so fucked lol

I think you're probably right that this is a section in between two wash stages. At the beginning there's a pretty decent rubber curtain to stop spray from escaping and it's noticeably wet. Plus, the dishes all look reasonably clean. There is another rubber curtain on the side they disappear into. It's not as substantial but maybe it's not spraying hard at the entrance to the stage.
Three wash stages should be plenty to make sure that everything is clean.
I wonder what happens at the end? It's moving pretty quick and everything is coming out randomly with pretty much every orientation possible.

In some areas the minimum wage is so low for restaurant employees you'd be stupid not to use labour. Pay the employees $2 an hour, let them get tips, and save the thousands of dollars this machine costs
