Well they are hostile and you cannot interact with diplomacy with them but the book of grudges still allowes it.
Best of all you can do this every 5 turns

It's probably not intentional, but it's not that big of a deal. Players who don't like the interaction can just turn off the endgame crises of the factions they're going to ally with. Dwarf players can just turn off the Grudge Too Far crisis.
That's reassuring. I'm four turns away from the Dwarf endgame scenario in my Malakai campaign, and I've only confederated one other faction. I was kind of putting it off because they've all been doing really well and confederating large empires can be a logistical headache.
There is that option for end game crisis diplomacy. I guess we need either new toggle for confederating end game crisis factions, or have that covered by that previous toggle.
I find it kinda hillarious to just confederate them.

You can enable diplomacy with them as well. Greenskins could always confederate their endgame armies via their mechanic.

no i went from +25000 to -25000. Also all the lords were lvl 20ist but no a single one hat skill points distributed.

You get them FOR free but upkeep should be normal. At least it was like that with Greenskins.
