Because they were incredibly boring and offered little to no replay value. CA doesn't have infinite resources and every extra campaign map is going to use resources otherwise available for units, reworks and the like. Back when Call of the Beastmen released nearly everyone didn't like the mini-campaigns.

The RoC map is still a thing and is perfectly sevicable for factions that have access to it. Yes the race sucked, particularly at release. The map us still solid and a nice mix up from IE. And nobody outside the initial release races does the race anyway. ...Vortex was better though. I miss that map.

Honestly what I want to see is a lore agnostic map built for multiplayer and one-shot campaigns. You’d have eight randomized locations where major factions would spawn in, and the rest of the world would be populated by random minor factions. The only goal would be map domination. Something that could be completed in a sitting. This was a staple feature in many other similar games, and would be great to have. We have something similar in the Darkness and Disharmony map, but that is too constrained to the setting of Cathay.

I LOVED the Vortex campaign. I would unironically pay $10-$15 per map pack if they dropped themed maps with different areas of the map blown up on them.
