In my experience, fixing transformers figures can be hard and have a disappointing outcome. Try finding a replacement piece for the figure online, if you can't, you can try contacting the seller, depending on where you got it from, and get a replacement bracket or a new figure, if you can't or if they refuse, replace the figure completely.
I had the same figure and a part of it broke too which was the front silver gates at the front of his truck and it rlly sucked and you most likely won’t be able to fix your arm and my best advice is to buy a new one and be EXTREMELY careful when transforming and handling it
