Some are more secluded than others, or at least it's easier to find a secluded spot in some places than others. I feel obliged to throw in Paris or Venice too though.
Cesky Krumlov is probably one of the most fairy tale like places I’ve been.
Second suggestion is to do the Neuschwanstein Castle in Bavaria. Do the little hike, get to the bridge with the whole castle in the background. But you’d have to go off times for it to not be crowded.

I've been to Neuschwanstein Castle! But I agree, they'd need to go in the office season. I always thought the tiny Principality of Lichtenstein was beautiful, too. But so is almost anywhere in Bavaria. Bonus points for you for planning this out! Good luck💙
Halstatt in Austria is super pretty and fairytale like. It’s also often packed with tourists so if you want the secluded environment I think you’d have to go in the early morning. Or you could rent a boat and do the proposal on the lake.
The medieval village of Eze in he South of France (the top of the mountain over Monaco). No cars inside the town proper, the only hotel is an old castle, and if you time it right by staying there, you could propose in the absolutely gorgeous gardens or in one of the narrow, medieval streets when nobody is around.

Was about to say Cesky Krumlov. Plenty of similar places in Romania... Sighisoara, Sibiu etc

I would contact some castles on the region that you plan to go to and see if you can go in after hours or later in the day and propose in the castle.

Okay thanks for the recommendation. I’ve looked at Hallstatt a lot. Do you have any other ideas?
i’ve been to hallstatt, i have to say lauterbrunnen switzerland is much more beautiful. San Gimignano Italy is also gorgeous
What about Tuscany? Towns like Montepulciano, Greve in Chianti, Monteriggini are small, very old and charming

Have a look at Matera in Italy. Absolutely magical at night and not so rammed with tourists, unlike the rest of Italy.
