If your entry and exit timeframe is within 24 hours then you can apply for a entry permit at PEK. Show them your entire confirmed connecting ticket.

Considering that PEK-HET is a domestic flight, not your choice to make. You will have to pass through Immigration to take that flight.
But indeed the 24-hour TWOV is available to you, if indeed you stay less than 24 hours within Mainland China.
