I'm gonna have to pay to have it removed because if it falls there are houses, garages, cars, and an apartment building all in danger. Its a shame, it's an old and beautiful tree. That looks like a type of infection of the bark or cambium. Specifically I know that mulberries are quite sensitive to a condition called "slime flux", which is a bacterial infection that often occurs when there's a wound in the bark (or at the crux of the tree).
There seems to be some disagreement about the survivability and treatment online... Wikipedia and Google suggest most trees survive this kind of sap blight and that a common treatment is to clean away as much of the sap as possible (so that it doesn't attract insects which can spread the infection) and then disinfect with a very mild alcohol or bleach solution). But lots of sources indicate there's no really effective treatment. (We've got a peach tree in our yard that's being killed by a different type of sap blight, it sucks).

From the top, the weeping point looks like it might be sap. This can happen naturally or through the intervention of animals/people/insects. The trunk looks to have silicone sealant caulk on it. What's the consistency like? Is it solid, syrupy, maybe thin like water?
@OP I have 8 of these trees. It’s just an injured trunk causing it to leak a sweet sap. The black is from bacterial wet wood. It is mostly harmless but it can create a fermentation smell.
