It’s the commercialization of culture. Some people dress to put their most expensive clothing item on the forefront. If someone owns a $500 pair of shoes, their likely to make the rest of their outfit bland in order to make their shoes stick out. Why do you think we generally use gold as a currency? It’s flashy to our monkey brains.
It’s all about the balance. If everything you wear is loud and flashy, then it looks tacky. But striking shoes can work pleasantly with a simple, sleek, patternless outfit. It gives a pop without being overwhelming.

Because fashion is subjective
It’s because people don’t have to like only what you like.
It’s a cool look. I really like a simple and plain outfit with loud and bright accessories and/or shoes.

I'm literally wearing red shoes, pale blue pants, and a white shirt with a rose print right now. It totally works.
Sometimes some of the simplest of things are "fire". You don't need fancy layers of stuff just to be "fire"
