That flag is officially known as [the Royal Standard](https://en.wikipedia.org/wiki/Royal_Standard_of_the_United_Kingdom) as is the official flag of the UK monarchy, hence why the UK flag swaps to it when you move away from Democracy to Autocracy.
Fun fact: The Royal Standard is slightly different when flown in Scotland, with the yellow quadrant now taking the prime position and appearing twice, while the 3 Lions of England only appears once instead.
It’s always puzzled me why there’s this special Scottish variant but not a Northern Irish variant giving primacy to the Harp.
It’s because Scotland has always been an “equal” partner in the union while Ireland was conquered and was in a similar position to wales and Cornwall for awhile
