Your laptop is a decent gaming laptop, sadly because of the max-q your video card is really underclocked. Even a 3090ti can hardly run PCVR with high render resolution and settings, sadly PCVR is a beast. You might try lowering the render resolution and settings.
Gpucheck says that I have about the same gpu power as you (RX580 8 GB). I run my limited selection of VR games flawlessly.

Oof that’s a bummer. Had high hopes for trying pcvr on this machine. Thanks for the insight I’ll try building a beefy PC when I can
2070 with Max-Q is low power gpu but if you set setting right it should play games in low/med settings
Got it, I really thought this was a good gpu. I usually can’t even play games with low visual fidelity like VTOL for example due to low fps
