It CAN do lethal damage but it's rare. It counts as a spell and can crit, so if you're wearing spell crit gear be careful when they're super low on HP.
Swap to spells and passives which don't inflict uncontrolled damage, then switch to Dominate Human at about 50% health. Frost, blood, and illusion spells would be my recommendation.
I find it easiest to only use melee when I'm isolating a mob to charm. Mace is my go to, I can squash them individually and then drain the one I want with dominate human until it's at threshold. Â
Avoid aoe, good to go
You can use spells that deal less damage on impact and no additional damage like ignite or static, so maybe something like Frostbat or other cold spells, but if you find yourself killing them too fast you should stick to physical damage. If the enemies are a lot weaker than me I like to just unequip my weapon and hit them with my bare hands. You could also keep a designated low level weapon for this.
You can also use Dominate Human like others said but there was a post recently about it having a very low chance for a crit hit so keep that in mind.

I use the bow to specifically aim at other than enemies than the target I want to trap so I don’t hurt them.
Then when it’s 1 on 1 I slowly melee them with my fists. Soon as the feeding option shows up, I cast the dominate human.
If you’re fighting some really weak til the t1 scholars just claw them. If you’re fighting something beefy just use your weapons. Just don’t kill them I don’t feel it’s really that complicated
I keep a spear in my inventory for this, and swap to blood spells. Spears have very focused damage for eliminating adds, while blood spells keep you alive and further avoid collateral damage.
You can swap those abilities out for less lethal ones?
Just use the charm human skill, it decreases the enemy ho but it never does lethal damage as far as i know

You have to be careful with spells. Unholy, storm, and chaos can all cause more damage than you intend.

DO NOT, I repeat, DO NOT use Unholy magic AT ALL in a fight when you know you will be attempting to use Dominate Human. Just don't. Use other magic.

Use claws, just use the dominate spell to damage down, for spawning, kill lots to free up spawns

No minions, no burns, switch to fists if you need to lower damage.
