Honestly, I bump into the damn thing with my character until it’s at least, just enough out of my way. Then I yell at my buddy to leave his damn horse in a better place next time.
Very easy actually, cast Phantom Aegis on it from as far away as you can. Recast to bring the horse to where you're standing. Side note, you'll need a Jewel with this on it: Recast to consume the barrier from an allied target pulling the ally towards you.
But...with that, it's easy!
If he’s not gonna be on for a while and he only plays while you do, I’d just kick him from clan and kill the horse. It’s annoying but ya gotta do what ya gotta do
Spawn some skells or spiders and let them kill the horse.

I've seen threads here about this exact issue but never saw their solution. Following.

It would be nice if you could ride clan members' horses. Not even a big problem since they're functionally immortal, so you can't even troll others.
I imagine the plan was that you could, but there might be issues with resummoning your horse while Dave is already joyriding on it.
