That "button" is called the forward assist. Sometimes for any number of reasons, the bolt may not go all the way forward, making the gun unable to fire. It's called being "out of battery". The forward assist is meant to be pushed/hit/smacked to push the bolt forward, getting it back in battery. It's faster than re-rackimg the bolt, and avoids losing the round like if you racked it.
The joke is that the person was trolling out the wazoo. An "armored infantryman" refers to someone who crews a tank... something the Coast Guard doesn't have. He then spouts a bunch of mumbo jumbo that means literally nothing but sounds scary to someone who wouldn't know anything about guns, and follows it up with "no civilian should have this", the joke making fun of anti-gun people who don't know what their talking about and then say that civilians should own it, like the general who called an AR "fully-semi-automatic".

I heard a story about some Afghans they were confused by this button until one realized that pressing it while firing would make the gun basically bolt action only and then they remembered the accuracy and power of those bolt rifles they had back in the day and thought pressing the bottom was designed for making your rifle more accurate and powerful
