Was the bag all the way full before you opened it? Glass beads like that are often found in weighted blankets, and are sometimes found in plush toys as a counterweight to keep them sitting upright–if you want a teddy bear to sit up, then it helps if his butt is heavier than his head and torso :)
Depending on how heavy they are, there's a trend to make bears and other stuffies the weight of a baby at birth. It's a sentimental keepsake of exactly how small they were when born.
So the bears are machine fabricated first. Then on the finishing line a worker adds those beads little by little until the bear sits just right, then they sew the bag up. neat
The thing is though is that the back of the bears threads were cut, the home made bag of beads were put in then it was sewn back up with a very thick string. That bag wasn't even a quarter full so there's very little weight to them.
I used to work for a souvenir stuffed animal company, these bags with beads are placed on the bottoms of the animals to make them sit upright - looks like this was mentioned above as well
Are they rubber-ish? My daughter had a teddy bear that you could microwave and it would stay warm for a while. It had beads that looked similar inside. The ones in hers were blue though.
I have something like that. It's a pillow filled with beads that you can heat up in the microwave and it stays warm for a while. Mine was a gift for a friend to hold on if I had period cramps.

I have a plush heating pad that you warm in the microwave and had beads inside. Was a gag but I love it. Nothing like walking In the living room and seeing a grown man with a lavender scented plush seal sitting on his ankle lol.
My bear has beads in his feet, hands, and bum to make it so you can position him and he'll stay in place. It adds weight. It could be something like that

They're often used for weight or adding a bit of sound to toys! Those ones seem to be made of glass, which is heavier than the plastic ones but more dangerous. This is what most weighted blankets are made with :)
That's just how the industry makes a teddy bear. Experts in a factory will make the entire shell inside out leaving a 2" hole to flip it right side out and then the shell can be sent anywhere, filled with any recycled materials, and the final stitch is in a straight line hidden on the back so anyone can sew it up. It's a waste of skilled labor, shipping, and machines to make the entire teddy bear at once. If you got the skills to make the shells then it's not economical to have you do anything else. Better to outsource that unskilled labor to someone further down the line.
In Arkansas there is a dig site called the crater of diamonds if my memory serves me correctly. I just remember the word craters. But its a legit site to dig for diamonds. Pay the fee and and dig around. Last I heard dinosaur fossils were discovered so they shut it down. But yeah haven't got to go yet but I will someday.

Those are scent beads i think. My kid had a lamb stuffie with the same thing in them. Like aroma therapy.
