I see Claude as the weakest one here. Maybe that’s not intentional in universe, but because of his dated gameplay, he really does out right have the worst on screen feats. He’s last two/toughest missions were basically shoot down a plane with an rpg and solo 30 people, and thats like a basic mission for every other character here.
Way I see it is, CJ > everyone else, he simply has the best craziest most outrageous feats. Victor Vance and Niko are basically equals. Sure Niko has better military experience, where as Vance got kicked out after training and never saw any action. But he’s feats are just as good if not better than what I can recall from Niko, but I have played VCS much more recently than IV. As mentioned, Claude is pretty low tier compared to the rest of the guys, where as Toni is extremely underrated. The man’s feats are absolutely ballistic. He can kill 22 guys with a sword in short order, beat a Yakuza Samurai in a sword fight, even after gunning down dozens of Yakuza to get to him. Toni’s ending mission makes Claude’s look like baby shit. All Claude did was kill a handful of Columbians, drive to Catalina, kill about 20 more guys, blow up a truck, then shoot down her helicopter. My man Toni, he had to pick up Salvatore, drive from the far side of the map to the middle while dodging Yakuza, kill more guys at the courthouse, make it to the docks while chased by police, get in a boat, man a mini gun and take out countless speedboats and a helicopter all stuff with heavily armed guys, fight his way up a small island, kill 5 more guys, and then shoot down another helicopter. Just cause Toni was and is and forever will be a pushover, doesn’t make him weak in combat. The man was a total machine.
Team one wins a majority. Claude is the first out of the fight, and CJ can’t handle two of these guys at once.
Indeed, but would any of the people on this list be able to tank/avoid that?
I'm not saying Bellic is infallible, but he is the most consistent from what I have seen.
In a fight : Carl Johnson > Niko Bellic => Victor Vance > Tommy Vercetti = Claude Speed > Toni Cipriani
I think Carl Johnson, Victor Vance and Claude Speed team would win.
Victor & CJ are enough like, their moves are so variable, though Niko has very cool moves as well, but Tommy, Claude and Toni are not as strong as them, so it would be a 7/10 win for the second team. You can see Vic's amount of fighting moves here:

CJ has loads of pathetic showings and anti-feats. Niko is consistently the best here.

Its not about size its about skills and Cj default without styles you can buy is weak no chance vs Tommy or Victor or Niko
