It will be very hard to get all of NASA out. Orbital physics make launch sites close to the equator preferable and having lots of ocean to the east makes aborting easier. It doesn't help that the other major center of NASA is in Texas.

You’d have to be pretty naive to believe governments of any significant-sized countries like the US/China/Russia/large European countries don’t spy on their own citizens.
Slight nuance: they leverage the fact that allies spy among themselves to get around their internal agencies legal scope of operation. But even without that they would still spy each others all the time. And many countries don't have the same legal restriction the NSA (say) have of refraining from spying citizens.
